Description

BMA is seeking a Operations Research Analyst (ORA) III at our location at Aberdeen Proving Ground, MD. 


Job Summary     

Serves as a subject matter expert providing technical guidance and information to meet requirements. Works independently with minimal guidance on complex projects and assignments. Tasks require expert level application of established methods, procedures, techniques, and programs. Must demonstrate greater experience in conducting analysis, developing solutions, utilizing information technology, and presenting findings. Performs scientific work involving the designing, developing and adapting of mathematical, statistical, econometric, and other scientific methods and techniques. Utilize skills to support systems evaluation and program execution. Recommend measures to improve methods, performance, and quality of product or service, and suggests changes to increase efficiency. Will provide support to Army Test and Evaluation Command System Teams with the identification and integration of modeling and simulation into evaluation plans; supporting the independent, continuous, and comprehensive evaluation planning and analysis of Army programs. Research and recommend modeling and simulation tools to support system evaluations.  Conduct systematic examinations and development of alternative courses of action to provide sound, scientific, and quantitative information as a basis for decision making. Produces and reviews technical documentation reflecting detailed knowledge of specific technical area.

Clearance Requirements 

There is a Secret security clearance requirement upon hire for this position. 

Required Skills & Certifications    

  •  Master’s Degree in Operations Research or closely related technical discipline.

  • Ten (10) or more years of progressively responsible experience applying modeling & simulation (M&S) to support actual tests and evaluations across a wide range of system commodity areas. Experience must demonstrate three (3) years in each of the following: 

  • (1) Implementation of Department of Defense Verification, Validation, and Accreditation methods, policies, and procedures.

  • (2) Interpretation and application of Department of Defense, Army, and Army Test and Evaluation Command regulations, pamphlets, instructions, and guidance in the development of M&S documentation.

  • Additional Specialized Experience includes supporting Operational effectiveness evaluation of systems, subsystems, and components in two (2) or more of following commodity areas:

    • Direct Fire

    • Indirect Fire

    • Soldier-based Missiles/Rockets

    • Optical/Electro-Optical

    • Smoke and Obscurants

    • Soldier, and/or Combat Training Simulation.

  • Required specialized experience also includes: 

    • Conduct of developmental test (DT), operational test (OT), and evaluation methods to include test and evaluation (T&E) planning, test execution, data collection during test, evaluation of test or modeling data, and development of evaluation analysis plans and reports.

    • Interpretation, application, and integration of system acquisition documentation in the development of system acquisition products for T&E to include DoD, Army, and Army Test and Evaluation Command (ATEC) regulations, pamphlets, instructions, and guidance.

    • Application of system-level metrics at various stages of the acquisition process to include the Material Solution Analysis, Technology Maturation and Risk Reduction, Engineering and Manufacturing Development, and Production and Deployment phases.

    • Test methods, infrastructure, and capability gaps related to system/program testing and processes.

    • Oral and written communication to include briefings and writing technical papers such as evaluation plans, evaluation reports, TPs (DT or OT), and safety documents.

 

Physical Requirements & Environmental Conditions  

  • Travel 30 %.  

  • Lifting up to 40 lbs.
