POSITION OVERVIEW

 

Home Rise seeks a creative, systems-oriented, and highly skilled professional and practitioner to provide direction and oversight to a portion of HomeRise's Resident Services Department, comprised of staff members who provide supportive and clinical services to individuals and families formerly experiencing homelessness residing in supportive housing sites in San Francisco. The Program Director (PD) will supervise the on-site Services teams, develop and implement programing, manage third party relations, build positive relations with neighborhood organizations, monitor site budgets, contract management, complete reports, supervise and train staff, and provide crisis management. Reporting to the Director of Resident Services (DRS), the ideal candidate has a proven track record of managing organizational change, in-depth knowledge of evidence-based practices to serve individuals and families in Housing First and Harm Reduction models and has demonstrated success in increasing stability through trauma-informed and engaging skills-based programming. Using evidence-based practices, HomeRise welcomes residents into their new homes, while encouraging greater self­ sufficiency across three drivers: Housing, Income, and Resourcefulness. HomeRise's Case Management Model uses data to understand residents' experiences and includes intensive retention services; strength-based case management support and service planning; mental health, substance use and crisis intervention services; information and referral; and resident empowerment and community development for residents. 

 

ESSENTIAL FUNCTIONS

 

Site Based Leadership

  • Direct and guide the overall delivery of building-based services for residents at approximately eight supportive housing sites, including case management, community-building, and on-site behavioral health services. This role consists of managing current portfolio as a Resident Services Manager and adding Interim Program Director (PD) responsibilities of a Single Adult Portfolio.
  • Support departmental strategic planning, program development, professional development, goal-setting, and performance management of services team, demonstrating leadership that engenders trust, respect, and staff accountability for high levels of performance and achievement of measurable outcomes. PD will also work with other Program Directors (PD) to coordinate delivery of RSD Dashboards and other program initiatives, and attend leadership functions as needed, such as RSDLT and HR meetings.
  • Work collaboratively with the HomeRise property management and/or 3rd party property management provider to assist the site remaining fully occupied and in compliance with various local, state, and federal programs.
  • Maintain a creative, inclusive, and cooperative environment for staff and use a constructive process in dealing with problems, decisions, and policy-making that respects the rights of staff and residents.
  • Responsible for adherence to all budgets and grant outcomes in accordance with HomeRise’s mission, culture, and strategic plan, including coordination with finance and grants management staff to ensure compliance and quality, timely reporting.

Department and Agency Leadership and Collaboration

  • In partnership with other department leaders, implement and maintain consistent and clear departmental operation policies and procedures, operational manual, and other departmental documentation tools. PD will join RSDLT meetings and participate in misc. projects involving departmental changes and advancements.
  • In collaboration with the DRS and other agency leadership, responsible for the development, implementation, and oversight of program evaluation, performance management, and outcomes tracking for resident services.
  • Collaborate with the Housing Operations Supervisors to ensure achievement of agency goals and objectives related to building operations and cross-departmental coordination; in collaboration with DRS, provide coordination with 3rd party providers and community/referral partners serving residents at HomeRise -owned sites, ensuring alignment with HomeRise’s service philosophy and standards of quality.
  • Maintain positive, cooperative relationships with funders including government sources, private foundations, and corporate partners; ensure completion of all reporting requirements.
  • Represent HomeRise at local community events, alliance meetings with partners, and at conferences and forums.
  • Must be available for after-hours emergencies; evenings, weekends and on-call coverage required.
  • Other duties as assigned.

 

SUPERVISORY RESPONSIBILITY

 

  • Approximately 2 Resident Services Managers and 1 Clinical Team Manager-OT/Clinical Case Management

 

POSITION DETAILS

 

  • Location: 374 5th Street & 410 China Basin Street, San Francisco, CA
  • Status: Full-Time / Exempt
  • Schedule: Generally, Monday through Friday 9 am to 5 pm with occasional weekend coverage
  • Reports to: Director of Resident Services

Qualifications

  • Bachelor’s degree in a behavioral science (social work, psychology, clinical psychology) or 10 years of relevant work experience required.
  • MA/MS degree in Social Work or related field is highly preferred; LCSW or MFT strongly preferred.
  • Minimum of 5 years demonstrated experience in clinical, supportive housing service provision, or similar communities including mental health or substance use, harm reduction models, and outcomes-focused service delivery approaches (preferred experience with SF services and programs). Experiences can be paid or volunteer.
  • Demonstrated experience supervising middle management and supervisory staff: At least 3 years proven leadership and hands-on experience training and managing staff and complex programmatic functions with strong clinical assessment and crisis management skills.
  • Knowledge and ability to develop and monitor budgets with multiple programs and sources, manage government contracts and foundation grants, and interact effectively with outside agencies, government officials and contract monitoring staff.
  • Results-oriented, highly organized, very detail-oriented, proactive, resourceful, able to manage multiple high-level projects with strict timetables, and have solid administrative follow-through while working in a fast-paced environment.
  • Excellent interpersonal and business communication skills, both written and verbal and strict adherence to confidentiality.
  • Excellent computer skills (including Outlook, MS Word, Excel, Salesforce or other cloud based database).
  • Demonstrated commitment to working with people who have experienced homelessness and support for HomeRise’s mission and culture required.
  • Ability to work within a very diverse workplace and environment.
  • Demonstrated commitment to social justice and advocacy.
  • Ability to speak Spanish or another language spoken by HomeRise residents/participants a plus.
