MINIMUM TRAINING & EXPERIENCE

The following education and experience will be accepted:

 

  • Bachelor’s Degree from an accredited college with major course work in Engineering, Engineering Technology, Construction Management, or a related field plus five (5) years of progressively responsible experience in the maintenance, operation and construction of water and wastewater treatment plants; or

 

  • Associate Degree from an accredited college with major course work in Engineering, Engineering Technology, Construction Management, or a related field plus nine (9) years of progressively responsible experience in the maintenance, operation and construction of water and wastewater treatment plants; or

 

  • High school diploma and a minimum of  fourteen (14) years of experience in the maintenance, operation and construction of water and wastewater treatment plants.

 

A minimum of five (5) years of supervisory experience in public water and sewer plant operations and maintenance is required. Must possess a valid Florida Driver’s License and have and maintain an acceptable driving record.

EMERGENCY DECLARATION STATUS

Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee’s Department Head will make the determination as to who will be required to work.

GENERAL STATEMENT OF JOB

Under general supervision, performs complex professional supervisory and administrative work overseeing the operation of the City’s water and wastewater treatment plants. Work involves planning, organizing and directing personnel assigned to construction, operations and maintenance programs of the Division. Provides oversight for multiple operations, administration, and technical support, supervises staff and contract personnel who perform operation and maintenance duties. Employee is also responsible for developing long-range plans, developing specifications and recommending bid awards for major equipment and material purchases, and assisting in budget preparations. Work also involves conferring with City officials and various other public and private sector officials to coordinate and/or advise about utilities programs and activities. Reports to the Assistant Utilities Director.

SPECIFIC DUTIES & RESPONSIBLITIES

ESSENTIAL JOB FUNCTIONS

Oversees the planning, coordination, and assignment of Department’s Water Treatment Plants, Wastewater Treatment Plants, and plant maintenance section. Ensures compliance with federal, state and local laws, regulations and guidelines concerning water quality and potability, and for sewage treatment; establishes and ensures compliance with policies and procedures to meet such regulations; ensures proper completion and submission of reports and forms as required by federal, state or local authorities

Oversees activities of personnel through direct or delegated supervision, ensuring adherence to established policies, procedures and standards; reviews, develops and implements policy and procedures, as necessary, to improve program efficiency, and conducts staff meetings or prepares correspondence to disseminate information; ensures subordinates receive training necessary to perform assigned duties; receives, reviews and acts on plans and procedures developed by staff, as appropriate; reviews various reports, including activity logs and incident reports, and approves actions or makes recommendations as to procedure.

Administers or makes recommendations for routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising and disciplin­ing, etc., submitting such records and reports as required by Utilities management; reviews job performance evaluations of personnel as submitted by subordinate program supervisors.

Conducts simple and in-depth research, as necessary, to project long-range needs for treatment systems, overall utilities system operations and enhancement of technology, and associated cost estimates; prepares and presents oral and written reports to Utilities Director and other management personnel as requested or otherwise deemed appropriate.

Confers with consulting engineers and manufacturers concerning equipment operation and maintenance, new equipment design and/or modifications and/or specifications to new/existing equipment and material; prepares and/or modifies specifications for equipment and materials, reviews bid proposals, and recommends award of purchase contracts.

Assists in development of annual budget proposals and assists in analyzing budget requests of various Utilities divisions and programs; may conduct research to develop long-range capital expenditure plans.

Informs and advises officials of the City, Brevard County and other public and private sector agencies, as appropriate, about financial, engineering, and other needs of the system and about its facilities.

Receives complaints and/or inquiries from Utilities customers and/or the general public pertaining to Utilities and personnel activities, policies, procedures, etc., and responds based on considerable knowl­edge of Utilities policies and activities, or initiates further review and investigation of complaints by appropriate person­nel; confers with parties involved and reviews available documentation, and prepares verbal and/or written responses and recommendations for presentation to offended parties, personnel involved and appropriate supervisory personnel, as appropriate; directs such maintenance work as warranted by customer inquiry or complaint.
