Job Description – Managing Director of Human Resources 

The West Side Federation for Senior and Supportive Housing, Inc. (WSFSSH) is a community‐based organization whose mission is to provide safe, affordable housing with supportive services within a residential setting which enhances the independence and dignity of each person. WSFSSH develops and   manages housing and provides social services for low‐ income older persons, many of whom live with mental illness and/or have experienced homelessness. WSFSSH owns and operates 30 residences in NYC with 2,500 residents and has approximately 450 employees.

WSFSSH is seeking a seasoned professional possessing strong experience and qualifications for the position, but equally important is a demonstrated commitment to supporting a mission-based organization. As a member of the WSFSSH Leadership Team, the Managing Director of Human Resources will have the opportunity to develop, refine, implement and maintain HR processes and systems that support the agency's mission and objectives. They will work collaboratively with the leadership team by providing HR consultative services and support to ensure business goals are met. The Managing Director of HR will also lead the HR team to ensure consistent and effective HR practices across the organization.

The following list highlights many of the initiatives the Managing Director of HR will be part of:

  • In partnership with the leadership team, provide input on critical decisions that impact people and agency culture. Work with leadership team to assess HR-related risks and impacts, and offer solutions, recommendations and initiatives that help build and maintain WSFSSH's culture. 
  • Share critical process, systems, compliance information and HR metrics with the leadership team.
  • Develop, manage and mentor HR team and manage external HR related consultants/partners.
  • Develop consistent, clear and cohesive HR-related policies, processes and procedures and build consensus across senior leadership and management to ensure their successful implementation. 
  • Oversee compliance with local, state and federal requirements; stay abreast of legislative impacts and communicate, implement and support execution of changes, advising management on necessary actions to ensure compliance with current laws. Proactively plan for upcoming changes; provide guidance and organize training to staff as required. 
  • Oversee recruitment and hiring processes across the agency for both regular and temporary staff. 
  • Assess and improve internal mobility (transfer and promotion) processes and processes related to temporary staffing resources.
  • Evaluate benefits programs to ensure they are competitive to market, within budgets and meet the needs of the agency and administer all benefits using efficient and effective systems.
  • Review and evaluate job descriptions, titles, and corresponding compensation levels to ensure they are equitable and consistent across the agency.
  • Develop and administer consistent compensation programs, ensuring they are competitive to market, within budgets and equitable across the agency.
  • Support diversity, equity and inclusion initiatives as well as training and career development initiatives in collaboration with respective directors and the senior leadership team.
  • In collaboration with HR Business Partners, develop policies and provide guidance, coaching and training to supervisors to support them in carrying out their responsibilities on performance management and employee relations matters. 
  • Support leadership team in developing and implementing performance feedback system, including developing organizational core competencies, performance metrics, and annual performance feedback process.
  • Provide a safe environment for employees to raise concerns and develop, implement and communicate an effective process in which employees can raise concerns and assures them their concerns are being investigated and addressed, as appropriate. Support an inclusive workplace where all employees feel valued and can thrive. 
  • Evaluate the agency’s onboarding and new hire training processes.
  • Evaluate the agency’s process for offboarding of staff and data from exit interviews in order to identify issues and opportunities.
  • Introduce systems to promote employee retention.
  • Spearhead implementation of improvements to HR administrative processes and procedures using technology-based resources, working with and ensuring effective integration with Finance/Payroll.

  • Bilingual (Spanish and English) a plus.

EXPERIENCE/EDUCATION

  • Non-profit/mission based experience.
  • 7+ years of progressive human resources management experience including managing multiple HR functions as well as processes and procedures; experience to include 

5+ years managing an HR team.

  • Experience reporting to and working with C-Suite.
  • Previous experience as the lead HR person in a company this size a plus.
  • Experience with an organization that is staffed 24/7 preferred.
  • Experience in a union environment a plus.
  • Bachelor’s Degree in a Human Resources Related Discipline or equivalent experience, Master’s Degree preferred.
  • SPHR and/or SHRM SCP Certification a plus.
  • Substantive experience managing and improving HR processes and procedures and developing policies.
  • Knowledge of U.S. and NYC/NY State HR policies, regulations, legislation, etc.
  • Authorized to work in the United States.
  • Experience with ADP a plus.

This role will require onsite presence 4 days per week with the option to work remotely one day per week.
