The Division of Aging and Adult Protective Services (AAPS) is one of four Divisions within the Office of Adult, Aging and Disability Services. The Division exists to provide state leadership and supervision for all services (state, county, local, non profit, etc.) in the administration and coordination of services to Colorado’s older and at-risk adults, to include oversight of all 64 county departments of social/human services in the administration of Adult Protective Services (APS) programs as well as the 16 Area Agencies on Aging (AAA) in the administration of programs and services funded by the Older Americans Act (OAA) and State Funding for Senior Services (SFSS). 

Description of Job

This position functions as the director and highest program manager for the Division of Aging and Adult Protective Services. This position directs the daily operations of the work units within the Division. This position is responsible for the state leadership, supervision and oversight of all 64 county departments of social/human services in the administration of their Adult Protective Services (APS) programs and the 16 Area Agencies on Aging (AAA) in the administration of programs and services funded by the Older Americans Act (OAA) and State Funding for Senior Services (SFSS). 

This position determines the nature of the issues affecting older adults and at-risk adults in Colorado and analyzes the issues and recommends strategies for addressing issues to the Office Director and the Senior Executive Management Team of the Department. This position develops and executes annual strategic/operational plans for the Division's activities. This position is responsible for the analysis of expenditures and staffing patterns for the Division staff as well as applicable county programs and AAAs to determine if requests for funding are necessary and develops and submits budget decision items as needed to address the needs identified. This position is also responsible for the analysis of APS and State Unit on Aging (SUA) policy issues and identifies and recommends options for addressing those issues including legislative proposals, policy changes, etc. This position determines and implements methodologies to identify compliance issues with programs overseen by the Division and makes recommendations on how to address those issues once identified. This position develops and monitors contracts between the Department and the AAAs as well as other contracted community providers of services to older adults such as the Lifespan Respite program. This position is responsible for the development and implementation of the four-year State Plan on Aging that is submitted for approval to the U.S. Department of Health and Human Services, Administration for Community Living in order to receive the Older Americans Act funding. This position works in conjunction with the SUA Program Manager, the Senior Specialist on Aging and the CDHS Chief Policy Officer on aging policy on both the state and federal level. This position will also collaborate with the Senior Specialist on Aging and the Chief Policy Officer on the development and implementation of the Multi-Sector Plan on Aging. This position also oversees the development and implementation of all training curricula and certification programs for the APS program and SUA services. This position is responsible for the overall performance management of the staff located within the Division. 

Additionally, this role will be responsible for: 

Creating performance plans, determining goals, providing constructive feedback, and recommending progressive discipline, when necessary, for direct reports in the AAPS Division; 

Establishing and implementing systems to ensure timely completion of tasks assigned to this Division including tracking of work plans and development of dashboard measures, standing reports, and other performance monitoring tools; 

Participating in OAADS Leadership Team activities to support alignment of activities with the Office’s strategic direction; 

Assisting with communication and collaboration with other OAADS staff such as finance, data, contracts and procurement, and communications; 

Overseeing the Division’s teams to ensure contracts are meaningful, executed in a timely fashion, and monitored for deliverables; 

Guiding decision-making and work prioritization for Division projects; 

Determining effective use of the Department's Results Driven Management System (RDMS) and County C-Stat program to measure and report on meaningful data to evaluate projects, programs and progress within the Division and share information with the Office Director, Executive Management and Senior Executive Management at the Department on their impact and effectiveness; 

Deciding information to be included in the State Plan on Aging and determining how to implement it when it is approved by the U.S. Department of Health and Human Services, Administration for Community Living every four years; 

Collaborating with the Senior Specialist on Aging to implement the Lifelong Colorado Plan, to include funding or legislative requirements; 

Providing first-level approval for any proposed Division funding or legislative requests; 

Determining how to support direct reports in improving their county and community-based programs, collaborating across programs, and navigating emerging issues with grantees, counties, or other community partners; Determining when and how to escalate an AAPS external partner issue to the Office Director, Director of Operations of Community Partnerships, or Deputy Executive Director; 

In cases in which a stakeholder takes issue with the direction of AAPS staff, taking action to explore the issue, organize the appropriate stakeholders, facilitate the conversation, develop solutions, and build consensus to get the issue resolved; 

Developing and overseeing both short-term and long-term financial management of the Division, including budgets for both program and administrative lines; 

Determining the effectiveness of the funding provided for the Division as well as the allocation formulas used to disperse that funding to others such as the AAAs, community providers, and county departments for APS; Developing requests for funding and decision items to address any funding needs identified and includes clear justification of the need; 

Including funding needs in the strategic planning and goal development process for the Division; 

Providing information and justification to the Division's fiscal and budgetary policies to others within the Department including the Office Director, and other Executive Management as well as other state agencies, the legislature, the Governor's Office and stakeholders; 

Developing and implementing a comprehensive budgeting and financial management system to ensure the funds provided to the Division are accounted for and the Division's budgets are not overspent; and 

Ensuring funds are used for the purposes they are intended and having financial and operational controls in place to that end. 

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Ten (10) years of relevant experience in an occupation directly related to Aging and Adult Services 

OR 

Education and Experience: 

A combination of related education and/or relevant experience in an occupation 

related to the work assigned equal to ten (10) years, with specific experience in Aging and Adult Services and related education in the areas of Human Services, Public Administration, or related field.

Travel: Position may be required to travel to a variety of locations. Position may be required to utilize state vehicles in fulfilling their travel responsibilities.
