Description

Overview of the position: Founded in 1969, Settlement Housing Fund, Inc. (“SHF”) is a nonprofit affordable housing developer. We have 70 full-time staff and currently own approximately 3,100 units of affordable housing in New York City, provide resident social services, and conduct tenant selection for approximately 500 affordable units annually. SHF is looking for a dynamic, collaborative, experienced leader to join our team as the Chief Operating Officer (“COO”). The COO is responsible for overseeing SHF’s operations, building our capacity to continue to expand and deepen our impact. The COO will be a senior leader who can build and refine systems, oversee strategic initiatives, and manage people to thrive. The COO oversees the following departments: fiscal, human resources, marketing & compliance, technology, and general services. These areas encompass our financial management, information technology, recruiting, performance management, benefits administration, procurement, training, facilities, and client-focused tenant selection and affordability compliance. In the next three years, the COO will also play a leadership role in implementing our strategic plan, working on ambitious racial equity goals, and improving our overall organizational function. This role is a great opportunity for someone with significant management experience who is ready to contribute to the growth of a successful nonprofit organization. Lived experience related to our mission is strongly preferred.

 

Salary Range: $190,000 to $225,000.

Responsibilities:

 

Team leadership

  • Lead and manage department directors and other staff to achieve organizational objectives. Provide advice, coaching, and direction on strategic matters. The COO role currently has four direct reports: Chief Financial Officer, Director of Human Resources, Director of General Services, and Director of Marketing & Compliance.
  • Serve as a senior leader in the organization, collaborating closely with the President, senior team, and board. Represent the organization to staff, our Board of Directors, New Settlement community programming affiliate, and other stakeholders including partners, clients, auditors, peers, and the industry more broadly.

 

Organizational Capacity Building

  • Develop and implement strategies to improve organizational effectiveness and efficiency. Approach changes with a systems-oriented perspective to improve policies and procedures.
  • Evaluate the results of programs and strategic initiatives. Develop metrics and dashboards. Work with departmental leadership to improve results.
  • Ensure appropriate use of technology within the organization. Develop and implement strategies to ensure that our technology best supports the work of the organization.
  • Oversee SHF’s corporate facilities, including our main offices and satellite offices. Develop strategies to best use our space. Negotiate and plan for a new office lease when our current lease expires.
  • Oversee development of financial plans and the SHF annual budget and monitor the organization’s financial health. Work with departmental leaders to understand and manage their departments’ financial performance.

 

Operational leadership

  • Ensure the smooth operation of daily activities in order to achieve our mission.
  • Continuously refine and ensure compliance in organizational operations. Ensure maintenance of required registrations and reporting, follow required procedures for compliance, ensure timeliness and accuracy of reporting on Federal, City and foundation grants. 
  • Actively manage and monitor cash flow; anticipate and prepare for any changes. Oversee investments. 
  • Review existing policies and procedures and develop and implement new policies and procedures as necessary.

The Chief Operating Officer will possess many of the following skills and qualifications: 

 

  • At least 10 years of progressive experience in management roles. Experience with nonprofit and/or government management, real estate development, affordable housing operations, or related fields are preferred.
  • Experience supervising staff and fostering a positive and inclusive workplace culture for at least 10 people (more than 25 preferred). Strong background and track record in personnel management.
  • Commitment to principles of diversity, equity, and inclusion. Preference for candidates with lived experience connected to SHF’s mission. 
  • Excellent oral and written communication skills. Demonstrated ability to collaborate closely with others. 
  • Strategic thinker; ability to analyze and present complex information to diverse stakeholders including staff, board leadership, partners, and residents.
  • Strong organizational skills; detail-oriented. Ability to complete multiple tasks with simultaneous deadlines and prioritize projects. 
  • Ability to take initiative, suggest new ideas, and move tasks forward. 
  • Available for frequent local travel (within walking distance of public transit) and occasional weeknight work. SHF staff are expected to be in the office or on site at least two days per week and may work remotely up to three days per week. 

 

 

About SHF: A pioneering nonprofit affordable housing developer, owner, and service provider in New York City, Settlement Housing Fund has worked since 1969 to create more than 8,900 apartments through 69 affordable rental and homeownership development projects. We currently operate 51 buildings with nearly 3,100 apartments and space for education and wellness programs, outdoor amenities, and commercial uses that improve the quality of life for tenants and residents of the surrounding neighborhoods.

 

With concentrations of housing and services in the Mt. Eden and Fordham Heights sections of the Bronx, Crown Heights, Brooklyn, Two Bridges, Harlem, and other sites in Manhattan, Settlement Housing is expanding its footprint throughout the boroughs. A growing pipeline of new construction and preservation projects will bring another 1,383 apartments into our ownership portfolio and provide upgrades to many of our existing buildings, while an experienced Resident Engagement Services team is on board to meet the housing stability needs of families leaving shelters and other households at risk of homelessness. Our Asset Management team positions our properties to safeguard their long-term sustainability and health and works with property managers to evaluate and strengthen portfolio performance, address opportunities for capital improvements and energy efficiency upgrades, and respond to the needs of residents. Other affordable housing services include the provision of marketing, lease-up, administering agent, and nominee HDFC ownership.
